Infrared thermography is an accurate, cost-effective technique for detecting hard-to-locate wet roof problem areas. Infrared Scans, also known as an IR scan, are able to detect water and moisture intrusion in buildings by thermal patterns. Infrared roof surveys, along with other non-destructive roof testing techniques, are used to identify temperature differences created by wet insulation in commercial roofing.

BUILDINGS AND BUILDING MATERIALS/INDUSTRIAL SERVICES AND SUPPLIES

Schedule 56 of the GSA Schedule provides a full range of commercial products and services covering such areas as buildings and building materials/industrial services and supplies. In addition, this program offers energy saving building supplies, alternative energy solutions, and related services.

Category 563-4 covers all roofing materials, roofing products and roofing services, including installation and site preparation, related to and ordered in conjunction with products for repair or replacement of an existing roof. Roofing products include: roof coverings, including tarps suitable for support of emergency and disaster recovery efforts; coatings; single or multiple membrane; retro-roof systems; hot or cold laid roofing felts; shingles (excluding wood shingles); asphalts; tar; and associated application materials. Services include, but are not limited to: performance warranty/monitoring; roof maintenance, roof inspection; installation and site preparation; design assistance for roof information management system; training and consultation; asbestos core testing; moisture analysis; wind uplift testing; infrared scanning. Special ordering procedures, which include wage rates and construction clauses for installation and site preparation, apply to this SIN. EXCLUDES: Architectural Engineering Services (A&E) under the Brooks Architect-Engineers Act as stated in Federal Regulation (FAR), part 36.


What is a GSA Schedule?

The General Services Administration (GSA) is a centralized authority for the acquisition and management of federal government resources. The GSA is most widely known for its development of the Schedules Program, which contains pre-negotiated prices, delivery terms, warranties, and other terms and conditions that are intended to leverage the buying power of the federal government in purchasing products and services.

A GSA Schedule is an unfunded, five-year contract listing the prices the federal government has agreed to pay for a vendor’s commercial products and services. The GSA program establishes long-term government-wide contracts with commercial firms to provide access to millions of commercial supplies, products and services at volume discount pricing.

GSA Schedules are currently the favored purchasing mechanism for most federal buyers and an ideal sales and closing vehicle for vendors. Vendors must go through a strict application process to become an approved supplier under the GSA Schedule. Negotiating fair and reasonable prices for the products or services to be delivered is a crucial aspect of the application process.

If a contract is successfully negotiated, the vendor is placed on a list of approved suppliers for that particular schedule. Buyers for federal agencies can order the products using GSA Advantage!, the online marketplace for GSA schedule products and services.

Acquisitions through GSA Schedule Contracts are issued using complete and open competition. GSA Schedule Contracts simplify procurement by assuring the purchaser that pricing has been deemed fair and reasonable, and Contracts are in compliance with all applicable laws and regulations. Purchases can also be made directly from a contractor’s GSA Schedule Contract, eliminating time-consuming responses to complex proposal requests and lengthy negotiations.

  • Blanket Purchase Agreements (BPAs) between agencies and contractors under the GSA Schedule are established to meet recurring product/service needs. BPAs reduce administrative costs by eliminating repetitive ordering procedures.

  • Contractor Team Arrangements (CTAs) are agreements between two or more GSA Schedule Contract holders to work together in order to provide a complete solution to an agency's need.

  • GSA Advantage! is an online shopping mall for federal government agencies to view, compare, and directly purchase products and services available through GSA Schedule Contracts.
